This tracert made it to Gmail (the last line). There is a Request
timed out at the top, but that's your local firewall/connection, so
it's in-house. It's possible this local firewall is somehow to blame,
but that's WAY beyond the scope of this group.

You do encounter quite a bit of delay before even leaving your country
(hop 7) so I'd be suspicious of that.

Sorry, but your problem is not as simple as it first seemed to be.
Continue working with your ISP to see if they can help you find the
problem.
