Google Videos not available in Germany?

A friend of mine living in Germany tried to open a Link
(http://video.google.com/videoplay?docid=-6457427583913966018&q=Ferrari)

and got the following response:

"Thanks for your interest in Google Video.

Currently, the playback feature of Google Video isn't available in your
country.

We hope to make this feature available more widely in the future, and
we really appreciate your patience. "

I live in the UK, here it worked and many of my friends in Switzerland
have no problems at all, to see linked files. Does anyone know why
Germany is not yet mada available?
