Comments and Rateings are the most important needed features, imo.

(as well as "search by rateing" or "best of the week" searchs)

Voice recognition is a nice idea, and theres certain archive systems
out there trying to do it, but its still got a long way to go before
its useable.

Id suggest this though:

9) Support for subtitles!

Any video could be supplied with one or more text files. The files are
simple a list of times, and the text that goes with each time.
This would allow videos to have multi-langerage support, as well as
provideing more data for searchs.
