Transfering the account ownership

One of my clients has been running his froogle account through an
Online Agency. But we are terminating the relationship with the agency.
When I try to create our own account is says that we can't because ID
already exists, store name exists and URL exists.
What is the best way to transfer the ownership of that account from the
agency to us?
