What determines if a video is declined?

I submitted a few clips from TV shows (a minute long each of them)

Some from TV shows arrested development, others The Office BBC and
bunch of the arrested devleopment ones were declined.

I've seen some clips on google video like young teen girls being VERY
playful with objects and I got no problems seeing these...they are
actually quite good but COME ON...how could my video of a GOB from
arrested development singing with his toy puppet be taken down or the
Bluth family doing the chicken dance...
