You are assuming the the end users MUA, whether it is web based or run
from the users computer, would be:

1) Capable of responding to such a request
2) That the end user had configured the MUA to respond to such a request

The use of a 'Delivery Notification' greatly increases the bandwidth
used, and the work load of the mail servers involved. Virtually all ISPs
have the following feature disabled in their mail servers.

Delivery Status Notification (DSN) is a mechanism defined in RFC1891.
If you request DSN, the recipients' e-mail server will respond with a
notification message as soon as your messages are arrived. Both sender's
and recipients' SMTP server need to support this mechanism to get it
worked.

These mail headers are also available.

They work with the users MUA. Most sophisticated users ignore them and
their use. I personally have it disabled in my MUA. It serves no purpose
in news groups, or other similar environments.

There are commercial programs that can track e-mail, although a properly
configured firewall should be able to block it. I refuse to converse
with any individual that I find is attempting to use such a program. It
is for that reason that I am not listing the URLs of such tracking
programs.
