Installing Plug-in for all users

In the installer that we built to distribute our indexing plug-in,
there is an option to install for "Just me " or "Everyone". (We can't
disable this choice).
If the user selects "Just me", the plug-in registration code works, the
plug-in is listed in the Google Desktop Preferences, and the plug-in is
added to the registry at
HKEY_CURRENT_USER\Software\Google\Google Desktop\Components

If the user selects "Everyone", the plug-in registration code works,
the plug-in is NOT listed in the Google Desktop Preferences, and the
plug-in is added to the registry at
HKEY_USERS\.DEFAULT\Software\Google\Google Desktop\Components

Is it possible to install the Google Desktop Plug-in for all users?
Is it possible for the Google Desktop to look in
HKEY_USERS\.DEFAULT\Software\Google\Google Desktop\Components
for components as well as the current user?
