I have never used a cutting tool. The first attempt at cutting was just
me lining up things in photoshop... but after feeling that pain I
looked for something better. That something better was MapServer's WMS:

And some GIS tools if I needed to georeference my maps:

Granted, you have to either set up your own MapServer installation or
find someone to do it for you, I think that solution is a lot better
than tile stiching because you then can dynamically recreate any zoom
level and area on the fly. You can also do layers which are fun.
