The tool you're linking to (

the next possible PR value when the next update comes. The PR updates
are logged here:

Also keep in mind that the Toolbar (and the Google server) take WILD
GUESSES if they don't have a value. This is particularly true for sites
that already have a PR but have new sub-pages (usually PR is guessed to
be "1 less" for each level down, ie if "http://me.com/" has PR6, it
will guess that a new http://me.com/who/ would have a PR5). It's a
guess, it has nothing to do with reality. The pagerank displayed is
just for entertainment purposes anyway, don't get all upset about it
:-).

Get visitors and forget about that pagerank number. If you just want a
number, fake it: http://blog.searchenginewatch.com/blog/051014-112418 -
but it won't help you one bit ..
